No. I dont know where your friend has heard this, but we have never gotten 2 chapters before, and certainly not for golden week which happens multiple times a year.

Golden week is only one time in the year -_- Because Golden week has four holidays in it - that's why they get a week off because four days out of seven are already holidays. And Japanese people don't get that many holidays - they're one of the few who work longer than is healthy.
And no, we don't get two chapters. Next week there's only one chapter like always. Point of Golden week is that they can relax a bit, not work even harder
