No, Editors suggested Sasuke lol.. Kishimoto is the one who "created" him. He is the one who gave him a storyline.

But the notion that the manga would've been bad without Sasuke is hilarious XD. There are so many thing Kishimoto could've gone into even Sasuke didn't exist. And would've led to creation of other badass characters.

Kishimoto wrote them in manga so they are canon.But the ones who told him to write that arc were the editors so ofc they are canon

Apart from a few who have a full editorial freedom, all authors have to follow the editors directive, unless the editor likes the idea, they can make drastic changes to a story.

It's a fact 1/4 of naruto is from editor's askings, that could explains the sh*t load of plot holes.
