Your top 10 isn't bad even though I disagree with some placements, however your top 20 isn't very good. No offence. Both Hiruzen and Tsunade don't deserve a place in there. Won't comment on the rest.

Usually the base settles on a concrete top 8(Edo restricted obviously)
Then things get muddy due to more contenders.
It goes like this
Juubito
Madara
Hashirama
Naruto
Nagato
Sasuke
Kabuto
After this itachi, tobirama, and minato can all contend for the spot.
And so on and so forth.

But the top 7/8 is usually in the same order these days.
