Itachi stated that susanoo awoke the same day as amaterasu and tsukuyomi. So Itachi had susanoo available.

Kisame could likely fuse with samehada, but I doubt we will ever get any proof saying whether or not he could during part 1. My guess is that he most likely could.

Unlikely, Itachi should have had Susano'o and Kisame just didn't reveal his arsenal yet.

This was an early point in the manga as to after we've seen everyone was capable of though. That and I doubt Itachi wanted to fight one of Konoha's only good protectors. Konoha was weakened after not having a Hokage, taking out J-man would have left Konoha prone to another attack.

Itachi displayed both techniques before he stated that he was inferior to Jiraiya...

And Kisame and Samehada should have been able to fuse at that point; I doubt Kisame just randomly earned the title of the "Tailed Beast without a Tail" and a reputation for having jinchūriki-level chakra reserves over the time-skip.
