Black Zetsu said; All Jutsu. (Jutsu meaning techniques) In other words, Kaguya is able to counter every known technique, hence why he said it was pointless. Tobirama only stated that Ninjutsu wouldn't have an effect on Obito. That is why Senjutsu worked, as its not Ninjutsu. (Genjutsu and Taijutsu also would have worked, but you have to be very skilled in Taijutsu to hit someone like the Juubi's Jin, and every Uchiha can pretty much nullify any Genjutsu instantly.) Kaguya is probably able to nullify, counter and out match any known jutsu in the world. That is what Black Zetsu meant, anything they throw at her will be pointless unless its something that has never been used before. (Or surprises her at least.)

If you actually read the manga,you would realize how wrong your statement is.

Anything n everything thrown at kaguya will get absorbed.
Both naruto n sasuke have to work together to seal kaguya.
