Is it possible to unlock HTC One Mini?

I'm on vacation 2 months a year in Turkey and i'm sick & tired of not having internet when i'm there -.- i want to buy a phone from the country i live in now (not turkey) and unlock it and only use the phone there, is it possible to unlock HTC one Mini? i asked some friends and they said iPhone can't be unlocked there, so i'm thinking about HTC instead xD

uhhh im not sure if the internet(the kind used in america if your from america) is used in turkey. Wireless internet in different continents use different internet(bandwidth frequency etc.) and the parts in the mini might not be compatible with the internet in Turkey but who knows give it a try

i live in europe, as far as i know, they do sell htc one mini in turkey so i guess as long as it gets unlocked i can buy a sim card with internet and use it?
