The Ramen Guy is simply a crossover character from the Naruto pilot manga, made one year before the first chapter of Naruto in Shonen Jump, and was created because of Kishi's overwhelming love for ramen.

The two shinobi in the picture with Minato and Jiraiya, have never been named or featured in the entire story.
I think they're simply just fillers for picturing Minato during his rookie-period,because it wouldn't be logical for him to be trained all by himself.
