we know that itachi was friends with shuisu but he did use ka on someone and itachi was the only one thay wanted to save the village so it kinda makes sence that he use it on itachi becuase he was the strongest one i mean why else would itachi kill his hole clane and we know it broke edo for itachi to protect the village again i know it was meant for saske but it hit itahi maybe for the second time
