The manga said in order to get EMS you must obtain the eyes of a blood relative.Since the Uchiha are the only ones to awaken MS they are the only ones who could get it.

Anybody with sharingan can activate the mangekyo. To activate EMS u need to be an uchiha yourself. so the answer is no
