Obito isn't dead.But you're wrong.Level part makes sense. It's basically at what power level would he revive Obito if he was dead?Would he be able to revive a rinnegan Obito?Double MS Obito?JJ Obito?But it doesn't matter anyway since Obito is very much alive.
