[Question] Is it Only MODs who get to make the discussion thread about the new manga.??

I have never seen such an occurrence, well I have asked a mod before, usually it's deleted if the members troll, insult, and do other sorts of rude behaviour within the thread, the thread can also be deleted if its been discussed or created mulitple times in the past.
Edit: just read the other part of the title, it's usually done if multiple threads are created about it, or they just merge it to sticky, or otherwise the admins themselves create it.and the mulitple ones the created by other members don't hold any relevancy, since the thread was made, or has already been stickied

Well yes it's our job to make that sticky.
However I don't see why you should be making such a thread when we usually stuck the first properly made thread about the new manga no matter who created it. If nothing else we do it simply because it saves our time. Even the latest sticky is one of the normal users. I stuck that even though I had to fix it up a bit. If there isn't one yet, then we make one.
But of course if it's not made in the format needed for the sticky it will be probably be trashed because if I have to edit your post too much then I may as well create one and stuck that one.
The duplicate thread or random threads about manga being out are deleted because you shouldn't be making them and wait for NB to upload it's own and notify. Many members even link other forums similar to NB which is clearly prohibited in rules. So yes, all such threads get either merged, closed or trashed as the need be, depending upon the thread content.
