Appearently, Jiraiya was a huge pervert.

Yet Kishi portrays him as a hero and a role model and just an overall fun guy to be around.

Huge tributes were paid to him after his very honorable and noble death.

So I guess Kishi is giving the message that it is ok to be a pervert?

What Kishi is trying to say is, as long as you risk your life to get information, kill other ninja and be a bad*ss, then yes its okay to be a pervert.

Well, let me be the one to point out that there is a culture difference going on here as well. In Japan, being a pervert isn't as bad as we make it out to be in America. (Or parts of Europe, If you're from somewhere else...then I don't know. I'm from America and I'm living in China...so I can vouch for a bit of the cultures here.)
How I understand it, in Japan it is more of a personality rather than a bad habit. Let me explain, because that sentence doesn't make much sense and I don't know how to rewrite it. In Japan, it's like "Oh, look. Jiraiya's a pervert. That's just who he is." but in America, it's more like "Ehhh, it's Jiraiya, the open pervert...how disgusting and embarrassing for him..."

I'm not saying that being open about your perv is wrong, because I know I am. It's just a culture thing. So I really don't think Kishi is trying to prove anything or make anything out to be okay. I think he is seriously just portraying a common personality type that isn't that common in America.
