TObi said in earlier chapters that he only needs to lay he's hand on naruto and he wins, he's trying to touch naruto several times but too many people attacking him same time forces him to use S/T jutsu all over again. And he just keeps slippin trough naruto and other people before going solid again.

No he just tried warping him, his stomach was the closest to his hands thats all or maybe he tried putting that seal that oro put on it to stop him using kyuubi chakra.
