Because ive always thought naruto looked more like a white guy than the rest of naruto characters. They each have a certain...asian feature to them while naruto doesnt really, aside from his whiskers.

Well a while back Kishi did say they if Naruto was a live action film Naruto would be white/american, Sasuke would be Asian, and Sakura would be european.
