Kishi did base a lot of Naruto characters off of many other characters from different mangas. (Just take a look at princess mononoke and kiba's facepaint _@: ) But I'm not sure about this one.

I'd say the largest difference is that Tobirama is not nearly as cold as Sesshomaru. Also he shows more emotion (laughs). He's also died to save people.

Sesshomaru has shown a small capacity for others except maybe one or two people.

Unlike some people, I actually like when manga characters resemble each other across series. I always get a little nostalgic when Tobirama is portrayed in a similar fashion to Sesshy.
