He should be at his limit of chakra by now .. Controlling all the 6 tailed beasts at the beginning of the war, using his MS constantly, reviving the 10 tails, using a sick Katon jutsu .. yeah his chakra should be almost gone if u ask me

It's different for Kakashi who gets his chakra refreshed by Kurama

He's not pitiful at all it's simple logic his best move (kamui) has been figured out and like any technique once the mechanics behind it become public knowledge naturally it becomes far less effective even to the stage where it may become useless.
