That's relative. Firepower is not everything. But if you talk about fire power then yes i think it's tied on the first place with naruto's double TBBFRS.

1-Kaguya's moveset in general. Giant TSB, teleportation and Amenominaka
2-Kamui (intangibility and long range)
3-Indra's arrow and Naruto's attack
4-Izanagi and Izanami
5-Edo tensei
