Itachi became ANBU captain at 13 and was said to possess the traits of a Hokage at that age.Kakashi doesn't come close

Kakashi is unfairly underrated. monsters such as naruto, sasuke, madara & co. aren't normal. as far as the norm goes he's a gifted ninja that could hold his own w/ most non-descendants of indra/ashura. (i.e. uchiha, senju).
