Base Kakashi is better than base Hiruzen based on feats. Kakashi has more chakra, better speed and strength, more ninjutsu (seen), better Taijutsu, and is more analytical.

last chapters proved that there are no prime hiruzen that means all hiruzin can do is average earth,fire ,inma,shuruken's clones and shadow clones
so kakashi without kamui is stronger than him because akakshi has more powerful and effective jutsu like his lighting jutsu and sharingan
