Is hebi Sasuke really stronger than a kage

Onnoki had power boost from tsunade. Sasuke is fast enough to dodge bombs at point blank he easily can cover a vast distance on foot. Onnoki particle style takes prep and yes Hebi Sasuke can fly. No proof he couldn't

Yes he could. He dodged Diedaras explosions that were much faster in the form of guided missless. Sasuke dodged an explosion at point blank range. You are oblivious to Sasukes feats. The attack Onnoki used to wipe out 25 susanoo was powered by Tsunade chakra now you're just making stuff up.

Well, i made an investigation and had a conclusion. These are the stats depending on your Rank.


Gennin:

To be a gennin, your lowest total stats cant be lower than: 13.5 and cant be higher than 21 points. The average single stats are between 1.5 to 2.5 points. There are special cases where you can have higher or lower stats but these era special. For example Lee with his Ninjutsu or Naruto with his Chakra.


Chunnin.

To be a Chunnin ninja, your lowest total stats cant be lower than 18 points and cant be higher than 26. The average single points are between 2.5 and 3.5 points. The lowest single points you can have are 1 or 2 points depending which area you suck and have more depending on your potential on that stat area. For example Shikamaru on IQ can have a 5 because his potential.


Jonnin

To be a Jonnin Level ninja, your lowest total stats cant be lower than 24.5 and cant be higher 32.5. The average single points are 3.25 to 3.88 points. The minuminum stats you can have are 2 o 2.5 points. In extreme cases you can have stats with a single point like Ebisu with one point in strength but he is more dedicated in teaching and not fighting. The maximun single stats are 4.5 or 5.





S Ninja or Kage Level.

To be a S ninja o Kage Level, your lowest total stats cant be lower than 29 points and your highest total points is 35.5 considering the highest total stat from the Databook that are Itachi and Jiraiya, something more is beyond these levels. The average single stats of an S ninja level or Kage are from 3.5 to 5 points. There minimun single stats are 2 or 3 points but your lowest ninjutsu stat is 4.5. You cant be on this level if you dont have an 4.5 level stat on ninjutsu. There maximun single stats are 5 or 5S points. The 5S stats is the reason you are consider an S ninja Level or Kage.


For example, Hashirama is a 5+S on his Stamina level stat. Or Kakashi in his ninjutsu or Itachi in his Genjutsu.

Ninjas with more than a 35.5 total stat level must be legends like the Previuos Hokages in there prime, Madara, Obito and maybe others legendery ninjas.

that jus shows sasuke' potential which was same as madara. And nothing else. That is a sharingan feat i.e insight. It won't be much help in battle against kage level shinobi's as naruto wasn't even solid jonin level back then. And i said sasuke was low kage level. Lets compare hebi sasuke with kages that we know of.
He beats whom? may be Tsunade, mei sharinganless kakashi and i can't think of anyone else. And these themselves are very low kage level shinobis. So yeah low kage level suits him. If he could beat the likes of gaara, Ay, Hiruzen, 3rd Raikage, 2nd mizukage etc then he'd have been mid kage level let alone high kage level which includes the likes of Tobirama, Ohnoki, Minato, And hashirama
