well the top spots are gonna be handed out between Naruto, Sasuke, Minato, Hashirama, Tobirama, Hiruzen and Madara (no order yet because we havent really seen the full potential of any of them), the only ones who could maybe fit in the same category are Obito and Oro

does anyone feel like Kishi killed off Jiraiya too soon, and by that I mean before he reached the outrageous power levels ... he should have shown more of his power because he is in a way the most important character and I believe if he would be brought back and given power proportionally with the power levels that are in the manga now he would fit in this category as well

A lot of ppl take minato over tobi senju and I get that but it's only because minato said he perfected the 2nd hokage's space time jutsu but tobimara seems to me a person that was feared, he was the who killed madara's precious brother + he's name was known in the uchiha camp and also he is not scared of madara or nor he give a lot of respect like everyone does.
