He is strong but not OP. Chiyo had fought him several times and neither were able to kill the other. She later created an antidote. More importantly many ninja's have shown the ability to hold their breath for a very long time. This seems like a ninja trait so in the cloud of poison any ninja no matter what rank could hold their breath
