What? Why? Its a Manga. Also, Kishi goes by ever theme for Villains/Bad guys, he makes them Flamboyant. However, Haku is not "Yeah." He is just a male misunderstand or mistaken because of his appearance.

I don't know if he's gay or not and frankly I don't care. One thing is for sure and that is that he's a guy, he's just of the bishounen type.
Also the "dress" he was wearing, is actually called a kimono which is worn by both women and men
