Haki is a mysterious power that is said in every living being in the world. It is not that different from the normal senses.

In One Piece, there is something known as Kenbushoku Haki which allows the user to predict an opponent's moves shortly before they make them, thereby making the attack much easier to evade with enough skill.

This is similar to the Wikipedia article on " " -- a phenomenon in which things are perceived as passing by slower than the normal perception of time. People in sports or in life-threatening situations have often testified to experiencing slow motion perception.

Technically when you have an adrenaline rush you are put into a flight or fight response where you're reflexes are a lot better. Not exactly Haki but still explains why sometimes you can see someone having insane reflexes (like Ali in your post).
