I think he really is because Rinnegan grants controls over souls, influence over pure world and places the user outside the cycle of life and death (the Sage didn't remain in the pure realm, he retained control over his spirit form).

Hagoromo could travel to the impure world and summon souls freely, that confirms that the rules which apply to the dead do NOT apply to him or anyone else that died with their Rinnegan (Madara died without Rinnegan, Nagato isn't original owner)

Although it's not in the Sage's nature to bend wills, I think in this case he made an exception to maybe save someone he loved... maybe Indra and Ashura's mother ?

And although he successfully made the King of Hell his b-1-tch he eventually found out that it was impossible to bring a person back from the dead without sacrificing himself, leading him to believe in the idea that certain events are out of his control and therefore do not require his interference no matter how dire they get.

This leads me to the next question, what happens when Sasuke dies ? Would he lose his Rinnegan and go to the pure world or would he keep it and become a wandering spirit like the Sage ?

Maybe Naruto will also be a spirit like Sasuke, the Indra/Ashura cycle is over which could imply that from now on future descendants would be their incarnates instead of Hagoromo's children :0

I think someone can absolutely emerge in the real world in their spiritual form depending on the amount of chakra they had while they were alive and if they knew some forbidden jitsu to be able to do it.

I don't know how Hagoromo did it but we can draw a hypothesis based on what we saw with Naruto when Minato actually appeared in the dreamy world.

Minato did explain how he was able to do it. Which was he transfered his remaining chakra to Naruto along with Kushina's through some sealing jutsu.

In Hagoromo's case, we don't actually know the basis of the process that applied in him being able to be present in the actual world.

Though even despite the significant difference between Minato's and Hagoromo's resurgence into the real world they still both have the same drawback. Which is the time they can remain as spirits is limited.

Which leads me to think that Hagoromo also used a sealing technique. His entrapping his chakra in the entire world instead of Minato's miniscule one that restricted him to only Naruto and gave him access only when Naruto was incapacitated.

Of course Hagoromo's would be more advanced to due to his vast knowledge of jutsu and monstrous chakra reserves.

With Obito I think it was just so Kakashi could get a little shine (for plot reasons), but technically speaking, the person accessing the real world in the spiritual world has to have set it up before they died.

Unless Hagoromo is suppose to be some omnipotent god who has complete control over everything, which he isn't, because like Minato, he also had a limit, especially under his circumstance.

But to answer your question in short, Sasuke could but he would have to know a few things about it. He couldn't just reappear without some foreknowledge.

Well, that's at least how I see it.

naruto with Hagoromo power was able to revived obito for limited period of time

what about ashura

he also could reincarnate himself like indra

Well according to Konanshe said that the rinnegan is Gedo (power to control life or death) but I don't think the rinnegan has the power to control life after death though.

There's still some limitations

No he's not the ruler of pure world or any world. He's just a powerful soul.
