Not sure exactly they seem to be wise people and look tough and experience. From Akainu we know they are puppets of world Nobles so they are second in command .

If they are powerful why are they puppets of nobles shouldnt it be other side. The answer is still unknown. According to me they are senior executives in the chain of command who maintain control over everything including marine ,CP and shichibukai .

I probably think they are handpicked of the best and trained to be best warriors for the world nobles.
