Narutoverse is mostly ruled by matchups but, that said, no he isn't.

Top then includes without question (in no definite order):

1. Madara
2. Kabuto
3. Tobi
5. Hashirama
6. Orochimaru
7. Sasuke
8. Naruto
9. Nagato
10. Jiraiya

After that you get Tsunade, Kakashi, Minato, Sasori, Tobirama, Hiruzen, Killer Bee who are likely to be at a similar power level, databook also confirms this. Therefore the spots until top 17 are all taken.

Then even after that you get the remaining powerhouses in the Akatsuki, like Deidara, Kisame and Kakuzu. However I'd say the other Kages (Onoki, Ay, Mei Terumi and, yes, Gaara) are somehow on the same level as those but then again, judging by the databook, Chiyo and Asuma where more or less just as powerful as those. Which means Gaara could MAYBE be the 18th, 19th or 20th strongest shinobi in the world or lower but in a very contended contest.

I'd say that placing Gaara among the top 30 would be more reliable. Top ten... unquestionably not.
