Is future Zeno evil?

A lot of people think the grand priest is evil. But i believe he's just a puppet. I think the future Zeno is evil because in the manga it was he who suggested the erasure of the universes.

Also, I think I know why there are many angels and Zeno has guards. Why does the strongest little kid have guards? He has another form that is deadly and they're keeping him under control so he won't go crazy. It's kind of like Super Buu. He didn't want Goku and Vegeta to take our Fat Buu. He wanted to prevent himself from becoming Kid Buu for a reason.

In the manga they show no signs of being evil, it was their duty to erase universes with low mortal level even the grand priest followed through instead of suggesting not too.
The future Zeno showed no influence over the previous one and it was the past Zeno that introduced the universes to fight for their lives anyway.

The anime makes them look ominous for some reason
