Is every hokage most powerful shinobi or kage at their time???

I want 2 ask that is every hokage(not tsunade) most powerful shinobi or kage at their time??
Coz for
1st hokage they say that 1st is most powerful shinobi at his time coz he create wood element,has full controls on kyubi n another tailed beast,defeated madara etc.
For 2nd hokage they say that he was most powerful kage at his time coz he create iwr,master and best user of water element jutsu,bro of 1st hokage.
For 3rd they say that he was strongest kage or shinobi at his time coz he able 2 beat both 1st n 2nd hokage and oro(only half),he able 2 summon monkey king,he had a very large knowledge about most of jutsu(thats whe he known as professir),use tiles surikens,able 2 see person in his crystal ball(idk what they called it) from a very long distance etc.
For 4th hokage they say that he was strongest ninja at his time coz he was fastest ninja ever,create ftg,create rasengan,beat madara,stoped kyubi on his own etc.
So it this true that kage r strongest shinobi or kage at their time??(sorry for my gramer mistakes).

Well I would guess so, every Hokage other than Tsunade has been a supreme boss. The only kages that I could see maybe putting up a fight against the Hokages of their time is possibly Tsuchikage or Mu.

I think second tsuchikage is stronger than Tobirama (and therefore the second mizu as well, b.c. they both died in their fight). also, i'd believe that the third hokage was stronger than the third raikage, he seemed to be raikage because of black thunder, and it isnt really clear how good that is. but i dont know, i think onoki could beat the third even if both were in their prime.

well tsunade is type strong in her own special as of yet after kabutomoru she the best medical ninja

I personally think that Tobirama was an utter boss, he created IWR, had space-time, best water user ever, etc. I mean even ambushed by Kinkaku and Ginkaku he survived. I might agree with you about Tsuchikage in his prime beating Hiruzen but I'm just not so sure. Hiruzen was an awesome all around ninja, he didn't have any special abilities but I'm sure he was pretty good at the basic stuff. Onoki seems to rely alot on that kekkei tota and his ability to make things fly.
