Is EMS able to use Izanagi repeatedly?

I think not. The eye doesnt go blind but gets sealed. So EMS is powerless here.

Probably not, But if so, why not use it at the beginning? Both Saskue and Madara

Because they didn't want to risk losing EMS to test an hypothesis.
