Tough to tell, I don't think we've seen enough of his/her/its abilities in terms of direct fighting. From what we've seen he/she/it is better suited for a support role so chances are he/she/its wouldn't be able to defeat and admiral.

He is not on Admiral level but is more powerfull than any known Vice-Admiral (Excluding Garp ofcourse) as the gap of power between an Admiral and Vice-Admiral is really vast. Also dont make statements sounding Crocodile like some weak pirate, he is himself extremely strong (More than Moriah).

Yup better than VA excluding Garp but not as strong as an admiral.
To me he is as good as jimbie and Croco.Better than Moriah and equal to Kuma .
