Also, I don't think he was technically jealous per se. In my opinion, when he says Sasuke has lucky eyes, I think he simply meant that those eyes were the only thing that could beat him (not saying it's true, but going by Deidara's reasoning) because he was already beaten by Ocular Genjutsu.

The Sharingan's potential gave a testimony to Deidara; one in which he was able to realize that his reference of 'true art' was nothing before those with blessed eyes. His feelings of envy and resentment toward Itachi and what can be achieved through the Sharingan highliighted his jealousy. ​

Deidara was ashamed because first he failed to impress Itachi with his art then failed to impress Sasuke too.

So he was ashamed & vengeful to Uchiha.

Deidara is ashamed in himself because he found the sharingan's prowess to be beautiful and artistic, so basically Itachi not only defeated him but also turned his entire perspective of the world on it's head.

Deidara's quote about Sasuke being a spoiled brat blessed with good eyes couldn't be more accurate though, both are really interesting characters.
