Tsunade beats Deidara any day. Tsunade is above Hebi Sasuke that fought Deidara. Also, he's not Low-Kage because Tsunade beats him. Tsunade is Mid-Kage, hence he beats Deidara who is Low-Kage. However, Deidara is on par with Mei, they're both Low-Kage.

Lol you're serious on that? I'm not sayng that Deidara is definetely high kage but he was able to defeat gaara and if we compare him with Tsunade he can easily win. Tsunade has no long rage attacks unless you consider her punches that can cover big radius. Other than that, the only thing Deidara has to do is to create a bird, to fly high where he will be out of her reach and then wait till she gets killed by his bombs, he can even stall for time as long as Tsunade tries to find a solution by using that bomb he used against gaara.

I know it sounds stranger, but Gaara only lost because he had to protect the village. If he were to fight 1 by 1, he might have won. His chances surely would have been higher. Dropping bombs is Deidara's best weapon, but if he were to stay on feet he'd get beaten by Tsunade's taijutsu. You could say he uses bombs, but Tsunade's healing will help her here, especially Byakugo. Tsunade with her speed and power can take down Deidara before he takes off or starts using C4 bombs and all that. She could also summon Katsuyu to reach Deidara if he flies.

Tsunade IS above Hebi Sasuke. I know Hashirama is above High-Kage, but since these are the categories, I put him there. Sure, he's way above other High-Kage, aka Tobirama, Minato or Ay. That's obvious.
