Hagoromo stated that he got weak after splitting all the bijus in 9 parts. Also he was out of chakara after give sasuke and naruto a upgrade and still they counot beat a weak 1 eye rikudo madara.

People forget how Madara trolled Naruto and Sasuke with Limbo. Double Rinnegan Madara was never physically touched by any character
