I don't think so. I mean there isn't a lot to go on with --

From the DB it suggests that Hinata's Byakugan is on par with Neji's (or better, I don't remember).

CQC might have grown via the puppet feats from the last. Still, isn't that much to go on because she lacks firepower. Neji had more solo fights in the series which showed his intelligence, while Hinata fought him and Pain only. Given feats he outsmarts her too.
