While i still put goku at the end of dragonball above even madara's level, I have trouble placing chi chi high on the list. she is an expert martial artist, and is fairly quick, but she still hasn't bridged the gap to "super human" Master roshi explained the difference between being as fast/strong as a human, and surpassing human. she just isn't that strong. She'd give tsunade a run for her money though (then again, i don't think tsunade is kage level)
