I do not know who decided that white has to go first, however chess is supposed to have originated from India or parts of the Middle-East, depending on which theory you believe. So any talk about racism is quite ludicrous, even more so going first can be as much an advantage as a disadvantage depending on your strategy, which is what chess is all about.
