Is captain levi the strongest?

Definately the strongest human. Definitely one of the strongest 3 characters overall. Among humans its not even fair to compare because he has so much more experience in combat.

He can definitely beat any human. Someone like Annie could perhaps be able to beat him if she goes titan mode. I think he's easily in the top 5 strongest.

Annie can't do anything against Levi,only advantage is Levi can't kill Annie.
If we won't take killing into consideration,Levi stomps Annie 10 out of 10 times.

He can kill annie. He damages her muscles and gets rid of her arms. Then he just goes for the nape of the neck. The hardening ability could be tricked, i mean, distracting her into hardening a specific part of body, letting out the neck. It's difficult but not impossible. Also, at the speed levi cuts her, she doesn't have enough time to regenerate..it would be a very tough fight, but levi can kill annie.
