Gomu Gomu pistol and Bara bara cannon are basically long range punches.
BUT!
Buggy is immune to swords and weak against blunt attacks and bullets.
Luffy is immune to blunt attacks and bullets but is weak to swords.

so Is buggy's fruit the opposite of Luffy's fruit.

No, the correct opposite of Buggy's (in my opinion) is the Beri Beri Fruit

It allows the user to split his body into several "balls". This also prevents the user from damage against blunt attacks such as a punch or kick, but can still allow damage from slicing attacks such as from swords
