Is Boruto allowed to become a bio?

I don't think you can. After reading the bios rules and considering the new techniques he pulled off in the movie, I doubt they would allow you to make him...yet. Everyone has told me to ask Scorps though when it comes to stuff like that since that is what he is in charge of. You could also try Caliburn or Reborn.
