Is Ay faster than Minato can react?

Based on what? Speed and reaction are completely related to each other. Minato obviously needs enough reaction to keep up with Ei.

But higher speed doesn't imply higher reaction speed.

KCM Naruto was faster than Raikage despite having less reaction speed for instance.
