The thing is, you might perceive the event but can't react to it... That's what Raikgae's movements are.

You need ridiculously fast movement to react to Ay, like Naruto's KCM or Minato's FTG. With Itachi's speed which is definitely quicker (maybe by a margin but still) than Sasuke, still not enough to react to A...

Nobody said Itachi needs to react to Ay with speed. He can use Susanoo.

Itachi has higher hand seal speed than Minato meaning he can form a seal and create a clone faster than Minato can simply flick a kunai.

Itachi managed to clone-swap faster than the Sharingan and a Sage User could perceive (once with Hebi Sasuke, once with EMS Sasuke, and twice with SM Kabuto) who by far, possesses advantages in terms of reactions than Raikage.

Itachi's handsigns were so fast Kakashi couldnt even trace them with sharingan lmao and Sasuke had the same problem.

The sharingan is supposed to be adept at reading handsigns yet Itachi's hand-sign speed bested 2 sharingans already

If his reactions are actually better then It's kinda weird that Naruto didn't praise Itachi's reflexes after witnessing what Ay was capable of or maybe it just wasn't necessary in plot. Kinda iffy.

so raikage is endeed far more faster then itachi the only way i can see itachi defeating ay is if he puts him on genjutsu and takes the chance to stab him with totsuka blade, then again any one that has far more chakra then cm2 sasuke can brake out of tsukuyomi so i dont...

Hand seals and physical movements are different things...
Sasuke was able to keep up... In fact, Itachi was able to keep up with Sasuke (Sasuke's taijutsu is better) yet Sasuke couldn't see those hand-seal movements...

Funny thing is, Sasuke came in prepped but how could Itachi bring out that many shurikens unless he was using Shuriken kage bunshin...??

Well, yes he can... After all, Sasuke who is a fantastic taijutsu user resorted to Susanoo because going against A in close combat was pretty much proving to be a bad plan.

Do you really think that's a genuine feat?
First thing is, Itachi was the one attacking under ET's influence, and Naruto was keeping up with Itachi's pace.
Second, as you said Naruto didn't observed anything extraordinary there but where he did, he stated... Against 3rd Raikage, though I to the date believe that A is faster than the 3rd, but it was enough fast that Naruto noticed it...

A was battling 5 susanoos p.s. Madara caught him before putting him under genjutsu. It wasn't like Madara used genjutsu when A was free and running...
