To put it simply, no. No one is better than Itachi as far as being a genjutsu user goes.

Madara is relying more on the flower to open to cast infinite tsukiyomi, it's not specifically from himself, though he wants to control the genjutsu in the end. But that's not exactly a measure of genjutsu prowess.

Shisui had the most powerful genjutsu, but it could only be used once every ten years and would cause his eyes to go on cool down for a decade...not the best type of MS tech to have. He was proficient at genjutsu most likely, but not on the level overall of Itachi.

Isn't Kurenai supposed to be amazing at genjutsu? It's too bad that the only time we see her use one is against Itachi, who just turned it around on her with his sharingan.

Itachi and Shisui are the best Uchihas by feats and hype. Then there's obito/madara. I would also include the 2nd Mizukage, but I am not sure if we could, as it's technically the Clam that's casting the genjutsu.

I am not convinced that Yagura was a true perfect Jin the way naruto or bee are, as if he was on friendly terms with the bijuu, it would theoretically break him out of the genjutsu. And IF the anime fight is real, then that only further solidifies Shisui's genjutsu prowess. His basic 3T sharingan genjutsu was strong enough to subdue Danzo(who had the sharingan as well) and he was forced to use Izanagi to break out of it.(in other words, he couldn't break it using his ordinary sharingan alone.)

Simply contradiction. If sasuke has all itachi's jutsu, we would have certainly seen it and confirm

If obito genjutsu is so op more op than itachi, he would ve used it on all these kage tiers in actual fights

It shown Tobi used 3 tomes control nine tails, 3 tomes to use kamui. Total contradiction
