Sasuke hasn't shown it either, plus he doesn't need to. The lighting jutsus work just fine(most of the time).

Welp. No. Since he hasn't shown any of those techniques, can't be considered a "barrier user" at all. You cannot give characters abilities they have not shown. Again, this is why versus threads get so skewed because fans keep on trying to say they can do things that they cannot do.
