Danzo is like any other dictator. He annhilates all opposition (including his own people) and then says it's for the greater good. In reality it's all for himself and a demented way of validating his crimes. He'd wipe out the entire village if they disagreed with him

Sasuke is indeed logical, but then again maybe he's too logical. The Hokage's job is of course to protect the village first, but perhaps the more important job is to keep relationships strong between the villaigers and ensure they work together for a better future (will of fire). Sasuke is the type of guy who would sacrifice those values, or repeatedly leave the village if it can help him achieve a larger goal.

This is exactly why having Sasuke as a rogue agent is better. He can pursue whatever he wants and not worry about putting the village in that equation. He also doesn't seem like he wants to be a people person.
