is AACT Needed?

I've been wondering this for a while when a special technique requires mastery of certain elements, are AACT needed for mastery?

For example, let's say I wanna make an Ice Release bio, which needs mastery of wind and water. If I have all the jutsu in the jutsu list for the two said elements(those which aren't exclusive to certain characters), but have no AACT, is it still considered mastery and I can make the bio?

You need AACTs mastered for both said elements in order to make the bio.
In order to have complete mastery over a element you need to do the AACTs as well.
I asked Caliburn this regarding to me making a Ice Bio..

The purpose for ACCT is simply for your own benefit of showing newly created techniques that are made available for you in the roleplay and it will remain.

Yes it is needed. Originally that thread was made because our jutsu's were posted on a separate site which only admins could edit. As a result it took ages to get newly made jutsu's in that list, but to make people able to use them the AACT thread was made.

Now we have a new jutsu list which we can edit so just as Kaito said we just use that thread now to announce that new techs have been made. However they belong to the list just as much as the jutsu's in the list itself.
