No, of course not. Obito was restrained by generic mokuton from Hashirama's clone.

Their chakra arms possess physical power above PS since it's the strength of the Ten Tails in a focused form and this is shown when Obito broke Hashirama's God Gates with the Ten Tail's chakra and ripped apart the Hokage's barrier with chakra arms.
