He's just a Chunin level Shinobi. What ass pull power up you can except from him? He is even able to user a Barrier technique being a Chunin level shinobi, that is something which makes him special among the chunins. He is also said to be a remarkable teacher. There are many plus with Iruka. Don't compare a Chunnin with a Kage level Shinobi!
