Iruka's role in the story is not to be a strong shinobi but, a wise/caring one (sort of an big brother).

Naruto learned the valuable lessons that made him what he is from ALL of his teachers, Kakashi, Jiraiya, Iruka and even Killer Bee (in the brief time they spent together).
