Iruka's experience and style a ninja has always been impressive throughout the series.
At the start of the series, he held back most of his power to let Naruto (the main character) shine.
His ability to instantly summon Kage level ninjas to the field is remarkable.
If he can summon someone as powerful as Kakashi with the upmost ease, it's logical to assume he can summon other kage level ninjas like Gai etc etc
Iruka's been letting others do the dirty work, while he lurks in the shadows ready to pounce.
Futhermore, let's not forget he was Naruto's (THE FREAKING MAIN CHARACTER) first on panel sensei.
Itachi's first on panel mentor was Tobi
Kakashi's first on panel sensei was Minato
Jiraiya's first on panel sensei was the third hokage
so it's logical to assume the main character's first on panel sensei will be insanely strong
People are saying Sasuke will beat the rookies? Maybe. However someone like Iruka might be even too much to handle for him.
